Residing in non-Muslim countries is permissible when there is no fear of temptation (fitna) and one is able to observe the rituals of the religion. Muslim countries where evil deeds are widespread are more deserving of this consideration. The ruling varies according to the prevalence of evil deeds; the safer a place is for one's religion, the better, and one should choose the place with the least sin.
