Is it permissible for men to use drums (tabl) and clappers (qaraqib) in a stadium with ordinary speech that is not considered singing?

Scholars have explicitly stated the prohibition of the drum (tabl) and musical instruments, with the exception of the duff (tambourine), based on the hadith: "Indeed, Allah has forbidden intoxicants, gambling, and the kuba." The kuba here refers to the drum. Al-Qurtubi said: "As for wind instruments, string instruments, and the kuba (drum), there is no disagreement regarding the prohibition of listening to them."
