The question

What is the ruling on participating in a state-sponsored land lottery, by paying an advance to the Housing and Development Bank, especially since the state has declared that there are no interest charges on installments, and in case of not winning, the advance will be refunded after six months? Is it permissible to deal with banks to pay these installments? Is it permissible to sell the land as soon as it is chosen? What is the ruling on intending to sell from the outset?

The answer

There is no objection to participating in the lottery and paying the price to the state through the bank, provided that the contract does not include an usurious condition, such as imposing a fine for late payment. Selling the land immediately after acquiring it is not permissible because the contract prohibits it. Paying a deposit to an interest-based bank, investing it, and paying usurious interest on it is not permissible, except in cases of necessity or a significant need.
