Is it permissible to enter a lottery for state-owned lands, organized by a conventional bank, with the condition of depositing a sum of money in the bank to participate?

It is permissible to participate in a lottery for land organized by a usurious bank, even if it requires opening an account and depositing money therein, provided that opening the account is limited to the extent of the need, such as a current account. If the deposit results in usurious gains (riba), these must be disposed of by spending them on the welfare of Muslims or giving them to the poor and needy. When the need ceases, the account must be closed.
