Is it permissible to take the excess money returned from a non-Islamic bank (Housing Bank) after three months, in the event of not winning a plot of land through a lottery?

It is not permissible to enter the lottery due to legitimate Sharia concerns, such as placing money in a usurious bank. If you participate, do not take anything more than your principal capital, and you must repent. The soul will not die until it has received its full provision, and provision is not sought through disobedience to Allah. "And whoever fears Allah - He will make for him a way out and will provide for him from where he does not expect." Participation in the lottery is permissible out of necessity if you cannot find housing except through this method. If the interest is returned to you, spend it on public welfare.
