What is the ruling on winning a lottery for lands that imposes a late payment fine if installments are not paid, coupled with the inability to withdraw due to the large financial penalty?

Stipulating a fine for late payment of installments is usury, forbidden by Islamic law. If someone enters into a transaction containing this condition unknowingly, then if they can cancel the contract without harm, that is the مطلوب (desired action). Otherwise, there is no sin upon them in proceeding with the transaction, provided they are diligent in meeting their deadlines to avoid paying the late fine.
