A Mufti should not appoint himself for giving fatwas unless five qualities are present in him: sincere intention, knowledge, forbearance, dignity and tranquility, strength in his knowledge and what he is engaged in, self-sufficiency, and knowledge of people. These qualities are the pillars of issuing fatwas, and with the deficiency of any of them, a defect appears in the Mufti.
