What is the ruling on betting on a new website where money is deposited, and the profit depends on the outcome of the website administrator's bet?

Gambling is forbidden outside of what is explicitly stated in the Sacred Law (i.e., "No prize is permissible except for an arrow, a hoof, or a horse"). Even if the gamblers do not bear the loss, the website does, which means engaging in forbidden gambling (maysir). Consequently, the gamblers' profit becomes from illicit money. Furthermore, if the betting amount is guaranteed by the website and only promises profit, it falls under the meaning of a loan that brings benefit, which is considered usury (riba).
