What is the ruling on insisting on reciting "Surat al-Ikhlas" in the second rak'ah of every Tarawih prayer?

The Prophet's prayer in Qiyam (standing prayer) was described as long and beautiful. The Qiyam prayer was called "Tarawih" because the Companions used to rest after every four rak'ahs due to the intensity of the fatigue. Some imams today exaggerate in the speed of the prayer and recite in a way that the meaning is not fully conveyed, and some consistently dedicate Surat Al-Ikhlas to the second rak'ah, which contradicts the guidance of the Prophet (peace be upon him) and his Companions.

The Permanent Committee stated: "The best approach for Tarawih prayer is to recite the entire Qur'an from beginning to end over the course of the month. It is permissible to recite only a portion, but specific surahs should not be singled out. Likewise, collective supplication after every four rak'ahs is not permissible because it is an innovation (bid'ah)."

Shaykh Omar Sulaiman Al-Ashqar affirmed that consistently reciting Surat Al-Ikhlas in the second rak'ah is not from the guidance of the Messenger (peace be upon him) nor his Companions.
