What is the legal (Shariah) ruling on owning a plot of land allocated by the state for low-income individuals, given that the beneficiary's basic salary is less than the maximum income limit, but exceeds it when incentives and profits are added?

A Muslim must adhere to the conditions stipulated by the state or the granting entity, based on the Prophet’s (PBUH) saying: "Muslims are bound by their conditions." This applies unless the conditions permit what is forbidden or forbid what is permissible, as the Prophet (PBUH) said: "What is wrong with people who stipulate conditions not found in the Book of Allah? Whoever stipulates a condition not found in the Book of Allah, it is not valid for him, even if he stipulates it a hundred times." Therefore, the competent authority should be asked about the meaning of the monthly income condition and how to act if the condition is violated.
