Is the Hadith "Whoever plants in the land of a people without their permission, then he has no right to the crop, but he is entitled to his expenses" authentic?

Scholars differed on the authenticity of the hadith; it was weakened by Al-Shafi'i, Al-Khattabi, and Al-Bukhari, while it was strengthened by Ibn Al-Qayyim, Al-Bukhari, Al-Tirmidhi, Abu Dawud, Ahmad, Abu 'Ubayd, and Al-Albani.
