Is it a sin not to host the husband's mother frequently due to her tobacco use and its smell, and is it permissible to prevent her from using it when she stays at the couple's home?

The mother-in-law's consumption of tobacco is impermissible (haram), and the sin is compounded by the harm it causes to the wife. The Messenger of Allah, peace and blessings be upon him, forbade harming people. However, the mother has a great right over her son, and Allah and His Messenger have enjoined honoring parents, even if they are disobedient or polytheists. Therefore, the husband should try to dissuade his mother from this habit and explain its harms to her, or ask her to avoid consuming it when they visit them. If she does not respond, they can limit their visits to her home, unless she requires special care, in which case the husband must take her in, and the wife must assist him, while being careful not to cause the husband to disobey his mother.
