What is the ruling on obtaining a fictitious certificate of experience to work abroad, knowing that there are no job opportunities within the country and there is an urgent need for the job?

It is not permissible to create this certificate because it involves lying and deception. The questioner should have a good opinion of Allah and fear Him, so that He may make a way out for him. Provision is predetermined and will undoubtedly reach him. He should, however, take lawful means.
