What is the ruling on purity (tahara), prayer (salat), and circumambulation (tawaf) for someone afflicted with urinary incontinence, and what should he do if the time for prayer arrives while he is performing tawaf? Does his ablution (wudu) need to be renewed if he enters the Haram before or after the call to prayer (adhan)? And is he required to renew his ablution for tawaf or prayer after arriving at the Haram if he had already performed ablution in his own country?

Whoever performs ablution after the time for prayer has begun may pray and circumambulate as much as they wish with that ablution until that time expires. And whoever performs ablution before the call to prayer, and the call to prayer falls at the beginning of the prayer's time, must repeat their ablution when the time for prayer begins. And whoever performs ablution at home, puts on the ihram garments, and then arrives at the Haram after the time for the prayer for which they performed ablution has expired, must repeat that ablution. All of this is according to the majority of scholars. As for the Malikis, they hold that the ablution of one afflicted with سلس (incontinence) is not invalidated by the expiry of the prayer time; rather, their continuous impurity is excused, and they are not required to perform ablution unless another impurity occurs. However, the view of the majority is what is given as a fatwa and is more cautious.
