Is it permissible for a charitable organization to receive Zakat al-Fitr funds at the beginning of Ramadan with the aim of utilizing them to the greatest extent possible?

If it is difficult to find poor and needy people, or those who consume it in the country, or if the recipients sell it, then it is permissible to send Zakat al-Fitr outside the country. It is also permissible to pay its value to an agent who buys it and delivers it to its rightful recipients at the time of payment.
