The Zakat al-Fitr is not valid unless the owner has the intention [to give it]. If the association gives out Zakat al-Fitr on behalf of someone who did not authorize them to do so, it will not be sufficient for him. It is permissible for the association to purchase grains with its own money, then sell them to those who wish to pay Zakat al-Fitr. It is also permissible for the association to act as an agent for individuals in distributing their Zakat al-Fitr one or two days before Eid. However, it is not permissible for the association to distribute the Zakat before being authorized and then collect the price of the grains later.
