What is the ruling on authorizing an institution to distribute Zakat al-Fitr, given that it sells coupons for 15 riyals to determine the value of the Zakat?
It is permissible to appoint an agent to distribute al-Fitr, even if the principal pays the agent before the time of obligation, provided that the agent purchases items permissible for distribution from the prescribed categories and distributes them to the poor within the permissible time for distribution, which is, as a precaution, one or two days before Eid.
It is also precautionary that the agent does not distribute the Sadaqa as money, but rather uses it to purchase food from the staple diet of the locality, in accordance with the opinion of the majority of scholars. If these conditions are met, and the amount paid is equal to what is obligatory upon the principal, and the agent is trustworthy and knowledgeable of those deserving, then there is no harm in appointing an agent.
