Is it permissible to masturbate to relieve severe sexual urges that follow menstruation, given the inability to marry?
Masturbation is permissible out of necessity, such as fearing fornication or illness. This is what Ibn Taymiyyah transmitted from a group of Companions and their successors, as well as Ahmad and others. However, sexual conversations are absolutely impermissible. It is not permissible for a woman to speak with a non-mahram man except out of necessity and with the assurance that there will be no temptation. It is recommended to occupy oneself with what is beneficial, to avoid what incites desire, and to fast frequently for those who are unable to marry. It is suggested to speak gently with parents about hastening marriage and to seek help from someone who has influence with them.
