Is arbitration an act of worship as stated in His — Exalted be He — saying: "The حکم (governance, judgment, rule, or arbitration) is for none but Allah. He has commanded that you worship none but Him"?

The implementation of Allah's law and the establishment of His religion are among the greatest acts of worship and the most excellent means of drawing near to Him. It is an emphasized obligation, fulfilling servitude and obeying His command, "Legislation is for none but Allah. He has commanded that you worship none but Him. That is the correct religion," and His saying, "Unquestionably, His is the creation and the command; blessed is Allah, Lord of the worlds," and "And He shares not His legislation with anyone."
