What is the ruling on leveling agricultural land for construction due to the high prices of building land in Egypt?

If the bulldozing of agricultural lands leads to a decrease in crops and fruits, which harms people, then the ruler must prevent it, acting upon the hadith: "There should be no harm nor reciprocating harm." Obedience to him in this matter is obligatory, and disobedience is forbidden.
