Is it permissible to build on part of an agricultural land owned by a person, while he owns another house that is not suitable for him?

The original ruling permits construction on private lands, but this ruling may change for the public interest. If the leveling of agricultural lands for construction leads to a decrease in crops that harms people, then the ruler must prevent it, and obedience to him is obligatory based on the hadith: "There should be neither harm nor reciprocal harm."
