What is the ruling on performing ghusl for someone who urinated before ghusl and did not perform istinja, and began their ghusl knowing that pre-seminal fluid (madhiy) was discharged before semen (maniy), and does ghusl become invalid if it is started before washing the penis, knowing that they perform ghusl according to the Shafi'i madhhab?

It is recommended for one who intends to perform ghusl (ritual bath) to begin by washing their hands, private parts, and the surrounding area, as well as any impurities on their body, so that they may avoid touching their private parts afterward, and the ghusl is performed with complete purity. It is authentically reported from the Mother of the Believers, Aisha, may Allah be pleased with her, that when the Messenger of Allah, peace and blessings be upon him, performed ghusl due to janabah (state of ritual impurity), he would start by washing his hands. Then he would pour water with his right hand onto his left and wash his private parts. Then he would perform ablution (wudu') as he would for prayer. Then he would take water and run his fingers through the roots of his hair until he felt it had been thoroughly moistened. He would then pour three handfuls of water over his head, then pour water over the rest of his body, and then wash his feet.

Whoever begins their ghusl before performing istinja' (washing private parts after relieving oneself) and cleaning any impurities from their private parts has committed a disliked act, but their ghusl is valid, because istinja' before ghusl is recommended and not a condition for its validity.

Therefore, whoever performs ghusl without performing istinja' from urine or madhi (pre-seminal fluid) until after the ghusl, must perform ablution after performing istinja' and washing their private parts if they intend to pray, because in this case, even though their ghusl is valid, it does not suffice for ablution.
