Whoever disposes of a Luqatah (found item) before announcing it for a year has contravened the command of the Prophet, peace and blessings be upon him. He must repent and announce it in public places. If its owner is found, he should return an equivalent item or its value. If the owner is not found, it remains a debt upon him. He may donate it as charity; if the owner approves of this, his obligation is discharged, and the reward is for the owner. If the owner does not approve, he must make restitution, and the reward is for the finder. There is no sin upon him if he was unaware of the ruling. As for trifling items, the Prophet, peace and blessings be upon him, permitted their use.
