Is Zakat al-Fitr obligatory for someone who broke their fast for the entire month of Ramadan due to travel or illness?

Zakat al-Fitr is obligatory upon a Muslim, even if he did not fast Ramadan. This is the view of the majority of scholars, and the evidence for this is:

1. The generality of the hadith of Ibn Umar, may Allah be pleased with them both, that the Prophet, peace and blessings be upon him, obligated Zakat al-Fitr on "the slave and the free, the male and the female, the young and the old among the Muslims." The inclusion of "the young" indicates its obligation even upon one who does not fast. 2. The purpose of legislating Zakat is to achieve social solidarity and benefit the poor, as Zakat al-Fitr is obligatory on everyone without the condition of a nisab (minimum threshold) or a hawl (passage of a year), which confirms its obligation on the one who broke the fast, whether with an excuse or without an excuse. 3. As for deriving evidence from the hadith of Ibn Abbas, may Allah be pleased with them both, "a purification for the fasting person from idle talk and obscenity," Al-Hafiz Ibn Hajar responded that the purification was mentioned for the predominant case, just as it is obligatory upon one who does not need purification, such as a child. Sheikh Ibn Jibreen has another answer, which is that it is a purification for the guardians of those who are not accountable, or for one who broke the fast with an excuse and intended to fast later.
