Zakat al-Fitr is obligatory upon every Muslim who possesses more than their sustenance and the sustenance of their dependents for the day and night of Eid. Its مقدار (measure) is one Sa' of the staple food of the land. It must be made up, with sin, for whoever neglected to give it out.
