What are the recommended acts for the non-pilgrim during the first ten days of Dhu al-Hijjah, and is it prohibited to cut nails and hair, use henna, and wear new clothes until after the sacrifice?

If the sighting of Dhul-Hijjah is confirmed and a Muslim intends to offer a sacrifice, then it is forbidden for him to take anything from his hair, nails, or skin until he has offered the sacrifice. This ruling is specific to the sacrificer himself, not his family or his agent. This is not called ihram, and it does not prevent the sacrificer from wearing new clothes, using perfume, or having intercourse with his wife. Whoever violates this must repent and seek forgiveness, and no fidyah (expiation) is required of him.
