Is it permissible to perform Umrah before paying the fidyah for wearing sewn clothing during Hajj?

There is no harm in performing Umrah while a Fidyah (expiatory sacrifice) for Hajj is pending. This Fidyah is a debt that must be paid. The Fidyah for wearing sewn garments offers a choice: sacrificing a sheep, feeding six poor people, or fasting for three days, based on the Almighty's saying: "And whoever among you is ill or has an ailment of the head (making him need to shave his head) — then an expiation of fasting or charity or sacrifice." (Al-Baqarah/196)
