Will the designer be sinful if he answers about the name of a design program, and it is feared that it might be used in a way that displeases Allah?

It is not permissible to inform someone who is suspected of using the program for an unlawful purpose, due to the Almighty's saying: "And do not cooperate in sin and aggression." As for someone whose situation is unknown or whose good intention is known, it is permissible to inform him of it, due to the Almighty's saying: "And no bearer of burdens will bear the burden of another."
