It is recommended to pray for their guidance and to send them messages inviting them to Islam, and to seek help from Dawah (Islamic propagation) organizations. It is not appropriate to promote their city and invite people to live and invest there, as this carries the risk of falling into sins and tribulations for the residents. There is a concern that you may incur sin if people deviate because of your guidance to them, as Allah Almighty says: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression" [Quran 5:2], and "That they may bear their own burdens in full on the Day of Resurrection and some of the burdens of those whom they misguide without knowledge" [Quran 16:25]. And as the Prophet, peace and blessings be upon him, said: "Whoever calls to guidance will have a reward equal to the rewards of those who follow him… And whoever calls to misguidance will have a sin equal to the sins of those who follow him."
