Does the warning in "Then He caused hypocrisy to be in their hearts" apply to one who made a covenant with Allah to abandon a sin, then repeatedly returned to it, and will he be prevented from repenting?

On the authority of Abu Hurayrah (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: "A servant committed a sin and said: 'My Lord, forgive me my sin.' The Blessed and Exalted One said: 'My servant committed a sin, and he knew that he has a Lord who forgives sins and holds accountable for sins. I have forgiven my servant.' Then he returned and committed a sin and said: 'O my Lord, forgive me my sin.' The Blessed and Exalted One said: 'My servant committed a sin, and he knew that he has a Lord who forgives sins and holds accountable for sins. I have forgiven my servant.' Then he returned and committed a sin and said: 'O my Lord, forgive me my sin.' The Blessed and Exalted One said: 'My servant committed a sin, and he knew that he has a Lord who forgives sins and holds accountable for sins. I have forgiven my servant, so let him do as he pleases.'"

Whoever commits a sin then repents with a sincere repentance, regrets it, abandons the sin, and resolves never to return to it, Allah will forgive him. And if he returns to the sin then repents as he did the first time, Allah will forgive him. The Messenger of Allah (peace and blessings be upon him) said: "Allah, the Blessed and Exalted, said: 'O son of Adam, as long as you invoke Me and hope in Me, I will forgive you for what you have done, and I do not mind. O son of Adam, were your sins to reach the clouds of the sky and then you asked for My forgiveness, I would forgive you, and I do not mind. O son of Adam, were you to come to Me with sins nearly filling the earth, and then you met Me not associating anything with Me, I would come to you with nearly as much forgiveness.'"
