What is the share of each heir from the blood money (Diyah) of a murdered brother, and does it include half-siblings from the mother's side?

The blood money (diyah) for a life is inherited like all other assets of the deceased, according to the Islamic laws of inheritance (fara'id shar'iyyah). Each heir takes their allotted share. The proof for this is Allah Almighty's saying: "and a blood money handed over to his family," and the hadith narrated by Ahmad: "that the blood money is an inheritance among the heirs of the slain according to their fixed shares."

If the deceased has no heirs other than uterine brothers and sisters and a full brother, then the uterine brothers and sisters receive one-third, divided equally among them, based on Allah Almighty's saying: "And if they are more than that, they are sharers in one-third." The full brother takes the remainder by way of 'asabah (residuary heir), based on the Prophet, peace and blessings be upon him, saying: "Give the fixed shares to those entitled to them, and whatever remains is for the nearest male relative."
