The Hadith "Whoever is negligent in prayer, Allah will punish him with fifteen punishments..." is a fabricated and forged Hadith falsely attributed to the Prophet, peace and blessings be upon him, as clarified by preservation scholars such as Al-Dhahabi and Ibn Hajar. The Permanent Committee for Scholarly Research and Ifta also issued a fatwa declaring it null and void. There are sufficient authentic verses and Hadiths concerning prayer and the punishment for those who abandon it, such as Allah's saying: (What has caused you to enter Saqar? They will say: "We were not of those who used to offer As-Salat (the prayers).") [Quran 74:42-43], and the Prophet's saying, peace and blessings be upon him: "The covenant between us and them is prayer; whoever abandons it has disbelieved." It is not permissible to disseminate a fabricated Hadith except with a clear statement that it is forged.
