What is the ruling of Islamic law regarding a father scolding his daughter and wife for wearing transparent clothes inside their apartment, seen only by their sons, whose ages range between 8 and 14 years?

A wife and daughter must obey their husband and father in what is good and permissible. And a man should be gentle with them. He should also clarify to them that a woman is not permitted to expose any part of her awrah in front of other women or unmarriageable kin (mahram) except for the head, neck, hands, and feet.
