Is it permissible to connect a water cooler to electricity and water from public utility lines owned by the the state if the beneficiaries are travelers and the needy?

The state's wealth belongs to the entire nation and has the same sanctity as private property. Therefore, it is not permissible to dispose of it or take from it without a legitimate religious right. One should seek permission from the responsible authority or provide electricity and water at one's own expense.
