What is the ruling on praying while being preoccupied with housework, and with the frequent قطع (interruption) of water and its unavailability for purification and ritual bathing?

One must not abandon prayer due to being busy with work, or lack of water, or for any other reason, for it is the pillar of the religion and takes a short time to perform. If water is unavailable, one can perform tayammum (dry ablution) as Allah Almighty says: "and you find no water, then take for yourselves clean earth, and rub therewith your faces and hands." One must also seek water from neighbors when it is cut off, and tayammum is not permissible if water can be found.
