What is the ruling on the exorbitant fees for building and car licenses taken by municipalities and traffic departments, and what is the ruling on working in them?

What the state takes for issuing licenses falls under taxes. If the Islamic legal conditions for the permissibility of imposing taxes are met, then it is permissible to work in their collection. Otherwise, it is not permissible to work in it, because it is taking without right, and working in it is a form of cooperation in sin and aggression.
