The answer

The husband is not obligated to pay al-Fitr on behalf of his non-Muslim wife, because Zakat al-Fitr is only obligatory for Muslims. This is indicated by the of Ibn Umar, may Allah be pleased with both of them: "The Messenger of Allah, may Allah's prayers and peace be upon him, obligated Zakat al-Fitr... upon the slave and the free, the male and the female, the young and the old, among the Muslims." His saying "among the Muslims" indicates that Islam is a condition for its obligation, and this is a matter of consensus.
