al-Fitr is obligatory upon the Muslim and those Muslims whom he supports. As for the disbeliever, it is not obligatory upon him, nor upon the disbelievers whom he supports, due to scholarly consensus (ijma') and the narrations (khabar), and because it is a purification and he is not among those eligible for it. However, if the disbeliever supports a Muslim, then it becomes obligatory upon him.
