Some say it is Tawqifiyyah (divinely ordained), meaning that Allah taught it to humans through Adam, citing the verse: "And He taught Adam all the names." Others say it was developed by humans. Still others hold that its beginning was through divine teaching. Al-Shawkani mentioned that all these opinions are permissible, without asserting one over the others, and this is the view of the majority. Al-Razi stated that all language origins are Tawqif from Allah to Adam, and that the language of Adam and his offspring was one until the time of the flood. Then Allah confounded their tongues, causing them to forget their first language, and He taught them the languages that have been inherited. The diversity of languages is a great sign of Allah's power, as He says: "And among His Signs is the creation of the heavens and the earth, and the diversity of your languages and your colors."
