What is the ruling on repeating the formula of a divorce suspended upon a specific action, and does the divorce take effect according to the number of times this formula is uttered, or is it considered a single divorce?

The fatwa (religious edict) we adopt is that a conditional divorce takes effect upon the fulfillment of the condition, regardless of whether the husband intended to enact a divorce or merely intended to emphasize or threaten. Repeatedly conditioning divorce does not multiply the divorces; rather, only one divorce takes place. Some scholars, like Sheikh al-Islam Ibn Taymiyyah, hold the view that if a conditional divorce was not intended to enact a divorce, then its ruling is similar to an oath by Allah: the divorce does not occur, but an expiation for an oath becomes binding.
