Does a triple divorce count as one divorce or three, given that consummation has not occurred? Is expiation (kaffarah) required for someone who committed this act out of ignorance of its ruling?

Scholars differ regarding divorce pronounced as threefold. Most of them hold that it counts as three divorces, whether before or after consummation, and this is the fatwa (definition) given. Others, like Sheikh al-Islam Ibn Taymiyyah, are of the view that it counts as one. There is no expiation for one who divorces with a threefold pronouncement, even if his act was a forbidden innovation and he was ignorant of its prohibition.
