Does saying "Allah is sufficient for me, and [He is] the best Disposer of affairs" to someone mean invoking revenge upon them?

The phrase "Hasbi Allah wa ni'ma al-wakeel" (Allah is sufficient for me, and [He is] the best Disposer of affairs) signifies reliance on Allah and dependence on Him to repel injustice and protect from evil. It is a prescribed remembrance to be recited when one is harmed or anticipates harm, and it was uttered by both Abraham and the Prophet Muhammad, peace and blessings be upon him. It is permissible to supplicate against an oppressor to the extent of their injustice, but it is not permissible to supplicate against someone who is not an oppressor.
