Is it permissible to collect Zakat al-Fitr in cash to buy a wheelchair for a disabled child and send it to Morocco, and when should it be purchased if that is permissible?

Zakat (definition) al-Fitr is to be given from the prevalent food of the people of the country, and it is not permissible to give it in cash according to the majority of scholars. However, some scholars permit giving its value if it is more beneficial for the poor. Therefore, there is no objection to giving it in cash to one poor person or a group. It is preferable to give cash to the poor person, as they may be in need of something more essential than a chair. The deserving poor of the country are more entitled to Zakat, unless someone from outside the country is in greater need.
