Is it permissible to lift the niqab in front of a paternal cousin if he holds the status of a father, and he raised her, and his age is double hers?

Scholars have differed regarding the obligation for a woman to cover her face and hands in front of non-mahram men. The madhhab of Imam Ahmad and the sound opinion in the madhhab of Ash-Shafi'i state that it is obligatory. However, Abu Hanifa and Malik hold that it is recommended unless there is a fear of fitna (temptation), in which case it becomes obligatory. The fatwa issued (the prevalent opinion) is the obligation of covering the face, as it is more cautious and purer. This should be explained to the cousin gently and wisely if he requests the removal of the niqab.
