How are a man and a woman who consensually engage in anal sex without publicizing their act to be corporally punished (ta'zir)?

"He who approaches his wife in her anus is cursed by the tongue of the Messenger of Allah, peace and blessings be upon him." This act is impermissible for anyone, whether with one's wife or another. Whoever becomes aware of this should advise them and instill fear of Allah in them. If this transgression is proven to have occurred between individuals who are not married, it necessitates the application of a prescribed punishment (حد) upon them, and this falls under the jurisdiction of the Muslim ruler. However, if it occurs between a husband and wife, it warrants a discretionary punishment (تعزير) rather than a prescribed punishment, and the discretionary punishment is left to the judgment of the Imam.
