Is a Hajj, for which its performer made Ihram but was then prevented from entering Mecca and returned, considered an accepted and rewarded Hajj?

Firstly: There is no sin upon the pilgrim who exited the state of ihram and returned without completing the Hajj due to circumstances beyond their control. Allah will reward them for their intention and effort.

Secondly: If one stipulated upon entering ihram that if they were prevented (from completing Hajj), then their place of exiting ihram would be where they were prevented, then nothing is incumbent upon them. However, if one did not stipulate this, then they must offer a sacrifice (hady) to be slaughtered at the place where they were prevented, as Allah Almighty says: (And if you are prevented, then [offer] what can be obtained with ease of sacrificial animals). Then they should shave or shorten their hair to exit the state of ihram.
