Ibn Qudamah stated that the Hajj of one who has rights (owed to others) upon him is valid. If your going for Hajj does not affect the repayment of the debt, then there is no blame upon you. Otherwise, seek permission from the creditor. It is also permissible for you to perform Hajj while having the Qaza' (unevenly shaven hair), and your ' is valid, because Qaza' is disliked (makrooh), unless it is intended to imitate the disbelievers, in which case it is forbidden. It is to make the hair even to remove the prohibition.
