Is Umrah valid for someone who vowed to perform it while in debt, or must the debt be paid first?
The rights of people take precedence in the obligation to perform Hajj and Umrah. Therefore, it is not permissible to go for Hajj or Umrah while a Muslim is in debt. Obligations take precedence over voluntary acts, and even a fard (obligatory act) is waived if there is a debt. If someone donates the full expenses of Umrah, and the journey does not affect the repayment of the debt or disrupt the work from which money is earned, then there is no harm in going. However, if the debt is deferred and the debtor is certain of his ability to repay it when due, then he may go. If what occurred was a vow, it must be fulfilled. If it was merely an intention, it is recommended to fulfill it.
