What is the ruling on a university professor who forged his appointment papers to obtain a higher academic degree, a larger salary, and other undeserved benefits? What is the ruling on remaining silent about him? Is it permissible to report him? And what is the ruling on those who know about his forgery but did not report him?

The teacher who unlawfully consumes others' wealth as a result of forging a grade must be advised. The increase he receives for the forged grade is undeserved and unlawful for him. If he does not desist after being advised, he should be threatened with reporting him to the responsible authority. It is not permissible to remain silent about falsehood when one is able to change it, for "whoever among you sees an evil, let him change it with his hand; if he cannot, then with his tongue; if he cannot, then with his heart." Those who remain silent about evil, despite their ability to change it, are sinful, because changing evil is a communal obligation (fard kifaya) and may become an individual obligation (fard ayn).
