What is the ruling on working for a man who is among the people of innovation, does not pay the full zakat of his institution, evades it, delays employees' salaries for more than three months, oppresses them, does not observe prayer times, and frequently engages in cursing, slandering, and lying?

Working for innovators (heretics) and disbelievers is originally permissible, as long as the work itself is not forbidden or an aid to something forbidden. This is supported by what Ka'b ibn Ujrah, may Allah be pleased with him, narrated: that he watered the camels of an Israelite in exchange for dates when he saw the Prophet, peace and blessings be upon him, changed by hunger. It is incumbent upon the Muslim to offer sincere advice and strive to guide those with whom they associate, and to change their wrongdoings with wisdom, offering every possible assistance for that purpose.
